               <salute>Dear <persName ref="HNA">Dr. Allen</persName>,</salute>
            </opener>
            <p>Because your prompt telegram the boat for Haiju was held by Mr. Laparto for one day and I duly arrived here at midnight on Saturday 
               the Seventh inst. On the 8th although it was Sunday I thought it best to let the Governor and the gentleman sent down to investigate 
               affairs and called on them but owing to certain official business the Governor came out and asked to be excused but invited me to lunch 
               with him on Monday. <persName ref="YEI">Mr. Yi Eng Ik</persName> was not in and I left my card. Yesterday, I called on both and was well 
               received. Hearing that the investigation will probably be conducted here I have sent for <persName ref="SAM">Mr. Moffett</persName>and 
               <persName ref="WBH">Mr. Hunt</persName> and have told both the governor and Mr. Yi Eng Ik that Mr Moffett and I. On the presentation of 
               your card. Mr. Yi Eng Ik said that he would like very much to have us attend the investigation but that the French priest had come down 
               after official notification had been made from the French Legation to the Foreign Office in Seoul, that yours was simply a card to him and 
               that much as he regretted if he feared unless we could get an official notification sent from the Foreign Office he could not accord us the 
               privilege asked. Finding that he was firm and would not budge from this I then produced your letter duly sealed. On seeing this he asked me 
               to translate it, seemed very much pleased, said that this made it alright and that he would notify us when the investigation was to come off 
               if I would let him know where we were stopping. I told him that Mr Moffett was included in this note and that as soon as he arrived in Haiju 
               he would call. I have taken it for granted that you desire us to be presented only when those cases are being investigated in which Christians 
               attached to our American Churches are concerned. There are a number of other things that they claim the Priest have been doing and unless you 
               desire we will absent ourselves from all investigation other than those where we or Protestant Christians are concerned. We can easily learn 
               all that is done and said that you know about it if you desire without our being present.<persName ref="NJW">Father Wilhelm</persName> called 
               on me yesterday and he acknowledged that he has hindered and stopped arrests, that he has ordered the arrest of other than Christians(R.C.) of 
               police official etc etc and that he has administered punishment such as flogging, imprisonment etc. He excuses it all on the ground that he was 
               fighting with the governor here for official recognition. After a prolonged interview with the Governor and Yi Eng Ik in the presence of 
               <persName ref="CED">Father Doucet</persName>(who was sent from Seoul) Father Wilhelm said he would not do so again. Just now however right here 
               in the city the same thing is being enacted. Word has just come to me that this morning in connection with the investigation our order was issued 
               for the arrest and a trial of certain Roman Catholic. Some of them were at the house where the priests are stopping and the Police went there and 
               sent in word that they were wanted. When this did not come out the Police went in and opened the door of the room where the priest were and told 
               the men who were there that they were wanted. The priest immediately ordered that the policeman be seized and [banned] for opening the door where 
               they were and thus [entered.] It does seem to me foolhardy for them to continue these tactics. How far you desire this correspondence to be 
               official and how much in detail you desire reports I do not know and would be glad to know what you desire. My address will be simply Haiju.</p>

            <p>당신의 신속한 전보로 인하여 라파르토씨에 의해 해주로 가는 배가 하루 동안 정박되었고 저는 7일 토요일 자정에 이곳에 잘 도착했습니다. 8일은 비록 일요일이었지만 저는 그곳의 군수님과 
               그 신사분이 사태를 조사하도록 하는 것이 좋을 것 같아서 그들을 방문했습니다. 하지만 갑작스러운 공무가 생기는 바람에 군수님께서 오셔서 자신은 참석하지 못할 것 같다고 말씀하시면서 저를 
               월요일 점심 식사에 초대하셨습니다.<persName ref="YEI">이응익</persName>씨는 참석하지 않았고 저는 저의 신분 서류를 남겨 두었습니다. 어제 저는 두 분을 방문하였고 그들은 저를 
               기쁘게 맞아주었습니다. 아마도 이곳에서 조사가 있을 것이라는 말을 듣고 저는 <persName ref="SAM">마펫</persName> 씨와 <persName ref="WBH">헌트</persName> 씨를

Feb. 10, 1903 Haiju Dear Dr. Allen,

Feb. 10, 1903 Haiju Dear Dr. Allen,

Because your prompt telegram the boat for Haiju was held by Mr. Laparto for one day and I duly arrived here at midnight on Saturday the Seventh inst. On the 8th although it was Sunday I thought it best to let the Governor and the gentleman sent down to investigate affairs and called on them but owing to certain official business the Governor came out and asked to be excused but invited me to lunch with him on Monday. Mr. Yi Eng Ik was not in and I left my card. Yesterday, I called on both and was well received. Hearing that the investigation will probably be conducted here I have sent for Mr. Moffettand Mr. Hunt and have told both the governor and Mr. Yi Eng Ik that Mr Moffett and I. On the presentation of your card. Mr. Yi Eng Ik said that he would like very much to have us attend the investigation but that the French priest had come down after official notification had been made from the French Legation to the Foreign Office in Seoul, that yours was simply a card to him and that much as he regretted if he feared unless we could get an official notification sent from the Foreign Office he could not accord us the privilege asked. Finding that he was firm and would not budge from this I then produced your letter duly sealed. On seeing this he asked me to translate it, seemed very much pleased, said that this made it alright and that he would notify us when the investigation was to come off if I would let him know where we were stopping. I told him that Mr Moffett was included in this note and that as soon as he arrived in Haiju he would call. I have taken it for granted that you desire us to be presented only when those cases are being investigated in which Christians attached to our American Churches are concerned. There are a number of other things that they claim the Priest have been doing and unless you desire we will absent ourselves from all investigation other than those where we or Protestant Christians are concerned. We can easily learn all that is done and said that you know about it if you desire without our being present.Father Wilhelm called on me yesterday and he acknowledged that he has hindered and stopped arrests, that he has ordered the arrest of other than Christians(R.C.) of police official etc etc and that he has administered punishment such as flogging, imprisonment etc. He excuses it all on the ground that he was fighting with the governor here for official recognition. After a prolonged interview with the Governor and Yi Eng Ik in the presence of Father Doucet(who was sent from Seoul) Father Wilhelm said he would not do so again. Just now however right here in the city the same thing is being enacted. Word has just come to me that this morning in connection with the investigation our order was issued for the arrest and a trial of certain Roman Catholic. Some of them were at the house where the priests are stopping and the Police went there and sent in word that they were wanted. When this did not come out the Police went in and opened the door of the room where the priest were and told the men who were there that they were wanted. The priest immediately ordered that the policeman be seized and [banned] for opening the door where they were and thus [entered.] It does seem to me foolhardy for them to continue these tactics. How far you desire this correspondence to be official and how much in detail you desire reports I do not know and would be glad to know what you desire. My address will be simply Haiju.
